The No Surprises Act protects patients from unexpected bills for emergency care from out-of-network providers and prohibits certain balance billing. Insurers must reimburse out-of-network providers based on state agreements, laws, or through independent dispute resolution (IDR) if no agreement is reached. New proposed rules for the IDR process include more detailed initial payments, a structured open negotiation period, and increased flexibility for batching claims, with eligibility determinations within five business days.
